no, i'd keep the longer room 7.2m as-is. the thing you will want to work on is the RT60 (or whatever it really is in a small room) and that can be via scattered absorption placement as well as the usual first reflection points, back wall, heavy drapes as needed etc. to get the room balanced.

i would go with the longer room - you can see in the Benollo scale how much more even the mode distribution is per octave. then presuming the windows wall is the lower part of the pitch, i'd face that wall centered between the two windows.

quieter is betterer :-) the thing about quieter though, is when things are quieter, you can hear more noises :-) you might measure ~1m from the vent openings on the plenum just to get the level at the opening. as you build out the soffit, with absorption etc, then you may find it reduces a bit more ...

your silencer does not have to be the plenum. you could create the silencer effectively with the same area of the duct, then expand into a plenum to get the velocity reduction. you could also create the silencer to vent in both sides to plenums there to make the air flow symmetrical around your desk.

coolio. one option is to install a couple or three 1x boards running perpendicular to the joists (paint to match the ceiling) and attach there as if will provide more flexibility in placement. you can use toggle bolts through the board and ceiling to ensure enough strength.
